미국 펜실바니아주 밸리포지에는 미국의 중요한 역사유적지 중의 하나인 밸리포지역사공원(Valley Forge National Historical Park)가 있다. 이곳은 죠지워싱턴장군의 부대가 영국군과 독립전쟁을 벌리고 있을 당시 1777~1778년 겨울주둔지로 사용하던 곳이다. 따라서 이 공원에는 많은 역사적인 건물이 포함되어 있다. 그 중에서 1885년부터 기획되고 자금을 마련하기 시작하여 1903년 죠지 워싱턴 장군의 부대가 이곳을 철수한지 125주년이 되는 1903년에 주줏돌을 놓으며 공사가 시작되어 1917년에 외부공사가 완공되고 1921년에 내부공사가 완료되어 예배를 볼 수 있게 된 조지워싱턴 메모리얼 교회 (Washington Memorial Chapel)이 있다.

이 교회에는 당시의 애국자들을 기억하기 위하여 1953년에 완공된 National Patriots Bell Tower chamber이름의 종탑이 있다. 이곳에는 아름다운 칼리용이 성치되어 있지만 그 보다는 여성의 참정권을 위한 투쟁에 사용된 역사적인 종이 전시되어 있다. 이름하여 정의의 종 (Justice Bell)이 그것이다. 이 종의 또다른 이름은 여성자유의 종 (The Women's Liberty Bell)으로 1915년에 만들어졌다. 당시 미국에서는 여성참정권이 인정되지 않고있어 여성참정에 대한 운동이 일어나고 있었다. 따라서 이 종은 1915~1920년 사이 여성참정권운동에 사용된 중요한 종이다.

이 종은 필라델피아에 있는 자유의 종(Liberty Bell)의 보제본이다. 그러나 자유의 종에 있는 크랙(금간부분)이 없으며 자유의 종 새겨진 문장 중 맨 윗줄에 있는 "Proclaim Liberty" 다음에 (정의를 세우다"Establish Justice")를 더한 것이 특징이다. 또한 여성들의 목소리가 얼마나 묶여있었느냐를 상징하기 위하여 당초에는 총추를 종 몸통의 바깥으로 바짝 묶어놔 여성들에게 투표권이 허용될 때 까지 종이 울리는 추가 움직이지 못하게 하였었다. 이 종은 특별히 개조된 트럭에 실려 펜실바니아 전 지역을 돌고 뉴욕과 필라델피아 같은 큰 도시나 역사적인 곳을 방문하며 사람들에게 여성참정권에 대한 큰 반향을 불러 일으켰다. 이 결과로 미침내 미국 의회는 1920년에 헌법을 수정하여 여성 참정권을 인정하였다. 

이 종은 1920년 이래로 필라델피아있는 국립독립역사공원(Independence National Historical Park)에 인접한 인디펜던스 몰 (Independence Mall)에 영구히 설치하는 게 거절되자 밸리포지 공원 (Valley Forge National Park) 바닥에 놓여 있었다. 그러다 1943년 한 여성운동가의 의지로 지금의 장소에 영구히 전시되게 되었다. 2015년 9월 13일 이 종의 100주년 행사에서 이 종을 울린 후 상징적 의미에서 종추를 다시 묶어 놓았다.

보관되어 있는 정의의 종 (The Justice Bell)

미국 여성들이 참정권을 쟁취하기 위하여

1915년에서 투표권을 쟁취한 1920년까지 사용한 종이다.

 

 The Justice Bell was used between 1915 and 1920 to call attention to and gain support for the campaign for women's suffrage. The name came from the fact that the suffrage movement looked upon a woman's right to vote as a matter of justice. The Justice Bell is a copy of the Liberty Bell with the addition of "establish Justice" to the inscription. The clapper of the 2,000 lb. bell was chained to its side silencing the Bell. Katharine Wentworth Ruschenberger of Strafford, Chester County, Pennsylvania was the benefactor of the Bell. She was an active member of the National Woman Suffrage Association, which later became the League of Woman Voters. To call attention to the battle for women's suffrage, she devised a plan which included the casting of the Justice Bell and taking it to the people of Pennsylvania. on June 15, 1915 the Justice Bell began a whistle-stop tour of Pennsylvania in support of a proposed amendment to the Pennsylvania State Constitution giving women the right to vote. The tour covered more than 5,000 miles in less than six months. It ended November 2, 1915 after crisscrossing the state and visiting villages, towns and cities in all sixty-seven counties. The Justice Bell now resides in the Tower Room of the Washington Memorial National Bell Tower at the Washington Memorial Chapel in Valley Forge.
